Wendy Cyriacks

Wendy Cyriacks

President – Principal/Project Manager

Wendy has a BS degree in Biology from the University of Miami and over 35 years of experience in environmental analysis and impact studies, NEPA documentation and environmental permitting. Wendy specializes in NEPA studies and environmental permitting for public sector infrastructure projects. Wendy has managed numerous NEPA studies, permitting projects, Section 4(f) documentation and natural resource studies including wetlands, marine resources/benthic surveys, and threatened/ endangered species, as well as permit compliance and monitoring for construction projects. Wendy has extensive local knowledge as well as excellent relationship with the environmental regulatory agencies. Wendy also served as the Environmental Administrator for the Florida Department of Transportation – Districts 4 and 6.

Trent Snyder, PWS

Senior Environmental Project Manager

Trent Snyder is a Professional Wetland Scientist, Certified Professional in Sediment and Erosion Control, and an AAUS Scientific Diver with over a decade of experience providing environmental consulting services for transportation, infrastructure, and coastal projects. His expertise includes environmental permitting, wetland and surface-water delineation, mitigation planning, protected species surveys, marine resource assessments, GIS mapping, and construction-phase environmental compliance.
Trent specializes in environmental permitting and regulatory coordination for complex infrastructure projects throughout Florida. He routinely coordinates with agencies including FDOT, USACE, SFWMD, FDEP, USFWS, FWC, and NMFS to support project planning, design, permitting, and construction. He currently oversees environmental permit compliance for FDOT District 6 Local Agency Program construction projects across Miami-Dade and Monroe Counties. His Florida experience includes coastal, wetland, and upland ecosystems across Miami-Dade, Broward, Monroe, and Collier Counties, including mangrove systems, seagrass beds, freshwater wetlands, and upland habitats.
Trent’s project experience extends beyond Florida, spanning diverse ecosystems and disciplines that give him working knowledge across multiple areas of ecology and restoration. His background includes coral reef monitoring in Belize in partnership with the Belize Fisheries Department; habitat restoration in the Mojave Desert supporting Bureau of Land Management projects; wildfire recovery assessments in the Sierra Nevada; and stream, landslide, and legacy timber road restoration using biotechnical stabilization techniques.

Shannon Kelley

Shannon Kelley

Senior Environmental Scientist

Shannon Kelley holds a Bachelor of Science degree in Biology and has over seven years of professional experience in the environmental field. She has worked as the Environmental Lead on major and minor projects which focus on environmental impact assessments, protected species, wetlands and surface waters, noise, contamination, and other National Environmental Policy Act (NEPA) documentation. Shannon has worked in both laboratory and field settings, conducting research projects and analyzing and collecting data.  

Timothy Ogle

Timothy W.A. Ogle, M.S.

Sr. Environmental Engineer

Tim Ogle has over 30 years of professional experience in Florida, related to transportation air quality and noise impact reviews and analyses; as required by NEPA, FHWA/FDOT regulations. His expertise includes field assessment, computerized air quality and traffic noise analyses, noise abatement design, project design change analyses and public involvement for air quality and traffic noise assessments. Mr. Ogle has been involved in transportation noise issues and conducted noise impact and barrier analyses for PD&E, Final Design and Design-Build projects on most of the primary expressways and significant surface streets in South Florida. Mr. Ogle has played a prominent role in conducting and reporting on air quality and traffic noise assessments for more than 50 PD&E projects statewide and nearly as many final design projects for the FDOT and other agencies in the State of Florida.

Kevin Cash

Kevin Cash, M.S.

Senior Environmental Scientist

Kevin holds a Master of Science degree in Marine Science with a concentration in Marine Biology. His extensive experience in the environmental field includes implementing survey techniques both on land and underwater. Recently, Kevin has completed training for Phase I Environmental Site Assessments and an advanced hydric soils workshop. He has worked in both laboratory and field settings, designing research projects, and collecting and analyzing data. Notably, Kevin has assisted in obtaining permits for the collection of samples from endangered sea turtle species on South Florida beaches.

Caroline Sullivan

Caroline Sullivan, M.S.

Environmental Scientist

Caroline Sullivan holds a Master of Science degree in Biological Sciences with a concentration in Marine Biology. She recently joined CECOS, where she assists with field surveys, data collection and analysis, and document writing. Her environmental field experience encompasses sampling and data collection, water quality sampling and analysis, benthic resource surveys, and boat operation. Additionally, she has developed and implemented course material for various life science courses. Caroline brings three years of academic experience, having worked in both laboratory and field settings, designing research projects, defending research findings, and analyzing data.

Gullermo Guzman

Guillermo Guzman

Vice President

Guillermo has over 30 years of experience in project and business management and has a BS degree in Civil Engineering. As a Structural Engineer, he was involved in the design and management of various multi-level interchanges in South Florida. His problem-solving capability compliments CECOS and is currently in charge of all the company’s business aspects as well as assisting with Project Supervision and Quality Control.5

Lena Akersson

Lena Akesson

Administrative Assistant

Lena provides administrative support to the firm and the firm’s projects. She has a BS degree in Computer Science and has worked at CECOS for 17 years and her project responsibilities include : project accounting, marketing, and quality assurance reviews.7
